You are not being marked by automation, these are the threshold values set by the department, a percentage higher than that specified will mean your work will be marked with a view towards scrutiny for plagiarism or collusion. A score of higher than 10% does not mean you will automatically be penalised but will be subject to scrutiny, equally a score of less does not mean you are exempt for scrutiny either if a marker suspects academic dishonesty. All marking is carried out by staff who utilise Turnitin as a checking tool prior to their own marking. Further information on plagiarism, collusion or academic dishonesty can be found through the university website, link here.
